On April 9, three good bills, one EXCELLENT bill and one BAD bill will have their first hearings in the Assembly Elections Committee.
Here is a quick summary the bills, followed by how YOU can make a HUGE difference in what happens to them from here on. The links to the bills’ text and EIPCa’s support and opposition letters are linked to help you with talking points.
AB 16 – (EIPCa SUPPORT Letter). Requires processing of mail-in ballots to begin immediately as ballots arrive. A small and inadequate step to quicker election results, but a step in the right direction.
AB 25 – (EIPCa STRONG SUPPORT Letter). A bold revision to require voter ID, voter roll maintenance, proof of citizenship at registration and expeditious election results. A reflection of the desires of almost 80% of voters. Strong support needs to be expressed. Encourage EVERYONE to call.
AB 919 – (EIPCa OPPOSE Letter). Allows people with power of attorney for cognitively impaired persons’ (CIP) to make the CIP’s voter registration confidential. An attempt to hide the existence of voters whose mental impairment may very well disqualify them as voters.
AB 1164 – (EIPCa SUPPORT Letter). Adds to Voter Bill of Rights the statement that voters who need a replacement ballot are entitled to receive one.
AB 1214 – (EIPCa SUPPORT Letter). Moves the timeline for certification up by 8 days. Insufficient, but again a step in the right direction.
Easy and Quick Action Steps you can take:
First, EVERYONE should call the Elections Committee Office at 916-319-2094. Register a short message regarding bills you support or oppose. (example: I urge the committee’s support of AB 25 because Californians deserve a level of confidence that every ballot is secure and cast by a legal voter.)
Second, If an Assembly Elections Committee member, especially the Chair, represents your Assembly District, YOU are the most important person in this effort.
As a constituent, your voice has the most impact on YOUR representative. As a constituent, your representative pays more attention to your opinion because he or she wants your vote in the next election.
The most effective way to contact your representative is
through Constituent Email or a live phone call.
Check your district numbers and representatives here: https://findyourrep.legislature.ca.gov
If your representative is NOT on the list below, PLEASE complete step #1 above.
Then begin to contact your own representative and communicate your expectations for proper representation when the bill comes up for a full Assembly floor vote. You can also request your representative to communicate your support or opposition to colleagues who are on the Elections Committee, especially Chair Pellerin.
If your representative IS on the list below:
- Call BOTH the Capitol and District Office, and
- Send a constituent email.
Do BOTH to Strengthen your voice.

- talking points
- simple ways to quickly and easily contact your representative with your opinion.
Following the committee or floor vote, you will be notified how your representative voted and encouraged to follow up or at least keep track of how well your representative is representing you.
The more people from every district who sign up,
the louder your voices will be heard.
To be effective, this effort needs to spread like wildfire, go viral, encompass everyone right away.
Please share this information with your friends and neighbors. Make sure YOUR district and ALL districts are well represented.
